Shannen W. Coffin chairs Steptoe LLP’s Appeals and Advocacy practice. He frequently represents regulated businesses in trial and appellate courts in matters involving commercial disputes, constitutional and administrative law challenges to government regulatory action. His practice spans a wide range of legal subject matters, including First Amendment free speech (e.g., libel and commercial speech), the Administrative Procedure Act, and federal preemption. Shannen was counsel to Vice President Cheney in the Office of the Vice President of the United States. He is a member of WLF’s Legal Policy Advisory Board.

Lawrence S. Ebner is Executive Vice President and General Counsel of Atlantic Legal Foundation and the Founder of Capital Appellate Advocacy, a nationwide, civil appellate litigation boutique located in Washington, DC. Larry is a Fellow of the American Academy of Appellate Lawyers and serves in leadership roles within DRI | Association of Lawyers Defending Business and the Federation of Defense & Corporate Counsel.  He writes and speaks extensively on amicus brief strategy and preparation, including as the author of the All Things Amicus newsletter.

Willy Jay is a partner in Goodwin Procter LLP’s Appellate and Supreme Court Litigation practice. After 10 years leading that practice, he recently became co-chair of Goodwin’s broader Complex Litigation and Dispute Resolution practice. He also serves on the firm’s Executive Committee. A former Assistant to the Solicitor General and Supreme Court clerk, Willy has argued 19 cases before the Supreme Court, briefed more than 65 Supreme Court cases on the merits, and briefed more than 150 cases at the certiorari stage. He clerked for U.S. Supreme Court Justice Antonin Scalia and Ninth Circuit Judge Diarmuid F. O’Scannlain.
