(Washington, D.C.)—Washington Legal Foundation (WLF) and the Chair of its Legal Policy Advisory Board, Jay B. Stephens, are pleased to announce that Roger Nober, Director of the George Washington University Regulatory Studies Center, has joined WLF’s advisory board.

Roger joined as Director of the Center, and as Professor of Practice of Public Policy and Public Administration in GW’s Trachtenberg School, in January 2024. The Center’s mission is to improve regulatory policy through research, education and outreach. Roger retired from BNSF Railway Co. in December 2022 after 16 years as Executive Vice President and Chief Legal Officer. He also served as a member of BNSF’s Board of Directors. Before joining BNSF, Roger was a partner with Steptoe & Johnson, Chief Counsel of the House Committee on Transportation and Infrastructure, and Chairman of the federal Surface Transportation Board.

“Roger has an incredible spectrum of experience that touches on nearly every aspect of WLF’s mission,” said WLF Executive Director Glenn G. Lammi. “His years of work in a highly regulated industry and his leadership of the prestigious Center at George Washington lend him a unique perspective on the Administrative State. We look forward to the insights and guidance he can offer to both our litigation and legal studies efforts,” Lammi added.

WLF’s Legal Policy Advisory Board is a group of 42 distinguished professionals from the business, legal, academic, and public-policy communities who serve on a volunteer basis.
