Eric Wessan serves as Iowa’s Solicitor General in the Iowa Attorney General’s Office. In that role, General Wessan leads Iowa’s litigation before State and federal appellate courts, including the Iowa and U.S. Supreme Courts. Before that role, he worked on complex commercial litigation at two large law firms in Chicago. Wessan also served as a law clerk for the Honorable James C. Ho on the U.S. Court of Appeals for the Fifth Circuit and for the Honorable John F. Kness on the U.S. District Court for the Northern District of Illinois. General Wessan is a graduate of the University of Chicago Law School, with honors, and of the University of Chicago.

Mike Fragoso is a Partner with Torridon Law PLLC in Washington, D.C. He most recently served as Chief Counsel to Senate Majority Leader Mitch McConnell. Prior to that, Mike was Chief Counsel for nominations and constitutional law for the Senate Judiciary Committee under Ranking Member Chuck Grassley and Chairman Lindsey Graham. During the first Trump administration Mike was deputy assistant attorney general in the Department of Justice’s Office of Legal Policy. He also served as a judicial clerk to U.S. Court of Appeals for the Seventh Circuit Judge Diane Sykes.

Philip S. Goldberg is Special Counsel to the Manufacturers’ Accountability Project, a project of the National Association of Manufacturers that educates the public policy and legal community on why litigation against energy manufacturers over climate change is misguided. He is also office managing partner of Shook, Hardy & Bacon L.L.P.’s Washington, DC office and is co-chair of its Public Policy Practice Group. Phil also has been a member of the American Law Institute since 2012, providing input on several Restatement projects.

Michael Toth is the research director at the Civitas Institute, where he focuses on the legal and policy developments reshaping global markets, from energy to emerging technology. His work has appeared in The Wall Street Journal, Washington Post, and Bloomberg, among other major outlets. A graduate of Stanford and the University of Virginia, his analysis is informed by his firsthand experience as general counsel to several early-stage companies, where he navigated the complex regulatory environments at the core of today’s policy debates.
