Constance Claffey Larcher first joined WLF in 1978. Her entrepreneurial spirit and steadfast leadership helped shape today’s WLF, which she is proud to lead. As President and CEO, Constance Claffey Larcher is committed to advancing WLF’s mission to preserve and defend America’s free-enterprise system while also fostering stronger connections among those who share our commitment to free-market principles, a limited and accountable government, individual and business civil liberties, and the rule of law.

Glenn G. Lammi is Executive Director and Vice President of Legal Studies at Washington Legal Foundation (WLF), a national public-interest law firm and policy center. He was a law clerk to WLF’s Legal Studies Division in 1990 and began in January 1992 as the division’s Chief Counsel. Glenn assumed leadership of the Legal Studies Division in 1995 and WLF’s Board appointed him Executive Director in 2021. He manages WLF’s daily operations and has a direct hand in fundraising, donor relations, communications, and the group’s strategic vision. As leader of its publishing and programs division, Glenn monitors legal-policy developments in federal and state courts, regulatory agencies, and legislatures, manages all aspects of WLF’s educational publications and its WLF Legal Pulse blog, and designs and moderates its programming. He is a member of the International Association of Defense Counsel. Glenn earned his bachelor’s degree from Pennsylvania State University in 1988 and graduated from American University’s Washington College of Law in 1991.

Since joining WLF in 2009 as Senior Litigation Counsel, Cory has risen steadily through the ranks: he was promoted to Vice President of Litigation in 2019 and appointed General Counsel in 2021. A seasoned appellate advocate, Cory has authored more than 100 briefs as counsel of record in the U.S. Supreme Court—at both the petition and merits stages—on behalf of WLF and other clients. His work has shaped key precedents in areas including commercial free speech, civil justice reform, constitutional limits on administrative power, and the protection of business liberties. A fierce defender of free enterprise, individual rights, and limited government, he steers WLF’s ambitious litigation strategy, frequently appearing in federal and state appellate courts to challenge overreach by regulators, trial lawyers, and government agencies. Before arriving at WLF, Cory honed his litigation skills at White & Case LLP, representing major clients in the telecommunications, hospitality, and banking sectors. He earned his J.D. magna cum laude from the University of Florida, where he served as Editor-in-Chief of the Florida Law Review and was elected to the Order of the Coif. Following graduation, he clerked for the Honorable Steven D. Merryday of the U.S. District Court for the Middle District of Florida.

Zac joined WLF in 2025 as Senior Litigation Counsel. In that role, he regularly represents WLF and other clients as counsel of record in cases before the U.S. Supreme Court and the federal appellate courts. Before arriving at WLF, Zac served as counsel to Commissioner Allen Dickerson of the Federal Election Commission. Zac also spent eight years litigating First Amendment cases as a staff attorney for the Institute for Free Speech, where he represented clients in federal and state cases across the country. He received his J.D. from George Mason University’s School of Law, where he participated in GMU’s Wiley Rein Supreme Court clinic.

Development and Administration

Harrison joined WLF in 1992 and currently serves as Director of Operations. In this role, he manages relationships with WLF vendors and contractors, including those that service our IT and computer technology as well as those who maintain the interior and exterior of our historic Dupont Circle headquarters. He also maintains our email marketing database and plays an integral role in donor outreach and education.

Jennifer is the Development Manager at WLF. She works with the Executive Director and the Vice President of Strategy & Development, managing the development of fundraising and marketing strategies, facilitating donor support and outreach, and maintaining WLF’s database. Jennifer first joined WLF in 2020 as Administrative Assistant before becoming Development Specialist. She earned her B.A. from The George Washington University.

Ali Young is WLF’s Vice President of Strategy & Development. Her role is to amplify WLF’s litigation and legal studies work by co-leading fundraising and donor engagement, spearheading strategic partnerships, and modernizing the processes that support outreach, marketing, and communications. Ali began her advertising and marketing career in 2008 at The Washington Post before shifting into digital media in 2011 at Epsilon. In 2013, she joined Neustar, where she focused on data-driven marketing solutions. After relocating to the Washington, DC area in 2014, she played a key role in launching Quantcast’s DC office, introducing the company to a new market and establishing its early client base in the Mid-Atlantic. In 2016, she joined MiQ, where she helped expand its DC office from just two employees to more than 40. Over seven years, she advanced to Regional Vice President of Sales, leading strategy, client partnerships, and a high-performing team responsible for significant regional growth. She lives in Alexandria, Virginia with her husband and three children.
