On June 23, 1997, the Supreme Court ruled in a 5-4 decision that the recently enacted habeas corpus reform law could not be applied retroactiviely to noncapital cases that were pending when the law took effect. WLF argued that the availablity of habeas corpus in a state criminal case is largely a matter of legislative grace.
