Challenge to Washington State efforts to impose stringent safety requirements on oil tankers entering Puget Sound; the requirements were far more onerous than those imposed by the federal government. WLF argued that Washington’s efforts could seriously disrupt international oil shipments and interfered with the U.S.’s efforts to speak with one vioce on foreign trade issues.
