(Washington, D.C.)—Washington Legal Foundation (WLF) and the Chair of its Legal Policy Advisory Board, Jay B. Stephens, are pleased to announce that Judd E. Stone II, founding partner of the law firm Stone Hilton and former Solicitor General of the State of Texas, has joined WLF’s advisory board.

Judd specializes in appellate litigation. He has argued eight times before the U.S. Supreme Court. He served as a law clerk on the U.S. Supreme Court (Justice Antonin Scalia); the Alaska Supreme Court (Justice Daniel Winfree); and the U.S. Court of Appeals for the Fifth Circuit (Judge Edith Jones). Judd also served as Chief Counsel to U.S. Senator Ted Cruz and then as Solicitor General of Texas from 2021 to 2023. Senators Cruz and John Cornyn appointed Judd to serve as a member of their Federal Judicial Evaluation Committee, which advises the Senators on nominations to the federal bench and U.S. Attorney offices in Texas.

“We are thrilled to have Judd join our advisory board,” said WLF General Counsel and Vice President of Litigation, Cory Andrews. “Judd’s vast experience at the state level, where an increasing number of challenges to free enterprise are arising, will be of great value to WLF. And it’s always great to have another friend in Texas, a jurisdiction that is now rivaling Delaware as a home to U.S. corporations,” Andrews added.

WLF’s Legal Policy Advisory Board is a group of 42 distinguished professionals from the business, legal, academic, and public-policy communities who serve on a volunteer basis.
