Description: A former Solicitor General of the United States and an administrative-law expert will discuss cases implicating economic liberties and free enterprise that the Court will consider in the Term’s second half; assess decided cases such as NFIB v. OSHA; and comment on Justice Breyer’s retirement and the impending confirmation process.
Paul is a partner in the Washington, DC office of Kirkland & Ellis LLP. He served as the 43rd Solicitor General of the United States during the George W. Bush Administration, and was Acting Solicitor General for a year prior to his Senate confirmation. On behalf of the government and private clients, Paul has argued more cases before the Supreme Court since 2000 than any other advocate. He clerked for D.C. Circuit Judge Laurence Silberman and Associate Justice Antonin Scalia. He represents the Respondent in "Morgan v. Sundance" and the Petitioner in "Viking River Cruises v. Moriana."

Before joining the firm, he was counsel to the Assistant Attorney General for the Environment & Natural Resources Division. He is a former clerk to Sixth Circuit Judge Alice M. Batchelder. Michael's work on Supreme Court matters this term includes an amicus brief in "West Virginia v. EPA."
