Noah Joshua Phillips
Following his nomination by President Donald J. Trump and unanimous confirmation by the United States Senate, Noah Joshua Phillips was sworn in as a Commissioner on the Federal Trade Commission on May 2, 2018. Before coming to the FTC, Phillips served as Chief Counsel to U.S. Senator John Cornyn, of Texas, on the Senate Judiciary Committee. From 2011 to 2018, he advised Senator Cornyn on legal and policy matters including antitrust, constitutional law, consumer privacy, fraud, and intellectual property. Prior to his Senate service, Phillips worked as a litigator at Cravath, Swaine & Moore LLP, in New York City, and Steptoe & Johnson LLP, in Washington, D.C. Phillips began his career at Wasserstein Perella & Co., an investment bank in New York City. Phillips received his A.B. from Dartmouth College and his J.D. from Stanford Law School.

Kathleen Q. Abernathy
Kathleen Q. Abernathy is Special Counsel to Wilkinson Barker Knauer, LLP in the firm’s Washington, DC office. She was nominated to serve as a Commissioner at the FCC by President George W. Bush and confirmed by the US Senate in April 2001. She served until December 2005. Prior to rejoining Wilkinson Barker Knauer, LLP, Ms. Abernathy was Chief Legal Officer and Executive Vice President of Frontier Communications, a position she held from 2010 to 2017. She is also a member of the Board of Directors of ISO New England, a regional energy transmission organization authorized by the Federal Energy Regulatory Commission and is a Senior Industry and Innovation Fellow with Georgetown University’s Center for Business and Public Policy, McDonough School of Business.

Brendan Carr
The Honorable Brendan Carr was nominated to serve as a Commissioner of the Federal Communications Commission by President Donald J. Trump and was confirmed unanimously by the United States Senate on August 3, 2017. He was sworn into office on August 11, 2017. Prior to his nomination, Commissioner Carr served as the General Counsel of the FCC. Before that, he worked as an attorney in the Commission’s Office of General Counsel and as an attorney at Wiley Rein LLP. He also previously clerked for Judge Dennis W. Shedd of the U.S. Court of Appeals for the Fourth Circuit.
